In Gloucestershire police officers are called to a late-night break-in at a shop. Thieves targeting cigarettes have raided the premises and made off at high speed, initiating a force-wide area search across the county with the police helicopter joining ground units to track the gang down. Traffic officer PC Webb, aka "Bear", is on the M5 motorway dealing with torrential rain which is making driving treacherous. He's called to a crash in the fast lane that has brought traffic to a standstill and is causing a headache for the cops and rescue crews.
