Toaru Kagaku no Railgun: Kuroko Shirai, a member of Academy City's Public Moral Committee, Judgment, is on the scene to apprehend a group of thugs harassing a girl only to find out the girl is none other than her senpai Mikoto Misaka who has already dealt with them. During this time, the city is holding a "System Scan", the annual testing of students power levels at several schools including Tokiwadai Middle School where the former two study. Kazari Uiharu, a colleague of Kuroko at Judgment from Sakugawa Middle School and a fan of Mikoto's, is invited by Kuroko to meet up with Mikoto herself and brings along her friend, Ruiko Saten. Kazari and Ruiko are surprised that Mikoto is nothing like the rich, snobby socialite image that they had in mind. Just then a nearby bank robbery takes place and Kuroko goes into action to stop the robbers, including a pyrokinesist. When Ruiko gets hurt while rescuing a young boy from one of the robbers, Mikoto in anger uses her powers to fire a railgun to stop him from escaping. With the robbers apprehended by the city's police, the Anti-Skills, Ruiko is thanked by everyone for her brave rescue.
