Toaru Kagaku no Railgun: Kazari and Ruiko are invited by Kuroko and Mikoto to visit the School Garden, a private district of Academy City which caters for elite schoolgirls and where a large number of elite girls schools are located. Ruiko gets her uniform wet on the way and borrows a Tokiwadai uniform. Kuroko and Kazari are called back to Judgment and are informed on a case where several Tokiwadai students have been tasered and had permanent marker drawn over their eyebrows. Ruiko is mistaken for a Tokiwadai student and becomes the latest victim. Kuroko and Uiharu narrow down the suspects to a Level 2 girl named Miho Jufuku who can turn herself invisible to the naked eye, which Ruiko confirms. After tracking her down and cornering her, they discover that she targeted Tokiwadai students because her boyfriend left her for one because he did not like her weird eyebrows. Feeling sorry for her, Ruiko forgives Miho and tells her her eyebrows are pretty. As Miho is taken into custody, Mikoto wonders how a Level 2 esper got so powerful.
